This looks like a nonogram except some of the columns have the names of Tetris pieces rather than the usual numbers. The user interface confirms that we must place Tetris pieces.

Fortunately, there are enough normal nonogram clues to figure out most of the black or white cells to understand the rules of the green columns: they show the Tetris pieces that contain at least one cell in that column, in order from top to bottom. Note that in the Tetris clues, there is no requirement on whether there are gaps or not between the pieces.

This gives the unique placement of the Tetris pieces shown below.
