This is a Minesweeper puzzle with some clues colored black and other clues colored blue. Some blue clues are much larger numbers than 8 which means they won't work as normal Minesweeper clues, but we can notice from the title that they are Tapa clues, though without the constraint of the mines forming a connected wall. We can also use what we know about black clues from King-Sized Mines to assume that black clues in this puzzle are normal Minesweeper clues.
